Unforeseeable events Prime Minister? Random externalities sent to try us? An attempted terrorist attack? If that came unforeseen I hold no trust in you or the security services. The return of foot-and-mouth disease? Which was reintroduced by a leak from a government lab that you failed to fund properly. A financial crisis? You were chancellor can't you read the economic signals? What did you expect when you built economic growth on the back of £1.3 trillion of debt? The floods? Well the bad weather can't be pinned on you (yet), but the cut in flood defence budgets can be. Not so much 'unforeseeable events' as some very ugly chickens coming home to inconveniently roost.
